Rwanda's Cabinet has approved a major policy shift that will see the country progressively phase out 2G and 3G mobile technologies in favour of 4G and 5G networks, in a move aimed at accelerating digital transformation, expanding access to digital services and strengthening the country's knowledge-based economy.
The decision was announced following a Cabinet meeting chaired by President Paul Kagame at Village Urugwiro on Friday. Ministers said the transition is part of a broader strategy to implement the National Digital Transformation Agenda and improve the quality and accessibility of digital services across the country.
According to the Cabinet communiqué, the migration will be accompanied by measures to promote the use of smartphones, enabling more Rwandans to access high-speed internet and digital platforms. The government also expects the shift to enhance financial inclusion by increasing the use of digital payment systems such as eKash and other online financial services. Officials believe the transition will also create new opportunities for innovation, business growth and the delivery of public services.
The decision comes as Rwanda continues investing heavily in information and communications technology as a key driver of socio-economic development. Expanding access to faster mobile networks is expected to improve connectivity for businesses, schools, healthcare facilities and government institutions while supporting the country's ambition to become a regional technology hub.
Beyond the digital agenda, the Cabinet approved several other resolutions, including the establishment of the Rwanda Nature Foundation (RNF) to strengthen biodiversity conservation, the adoption of measures to promote cultural heritage preservation, the endorsement of new international cooperation agreements, and diplomatic appointments. The meeting also reviewed reports from various ministries on regional and international engagements.
The government's latest decision signals a renewed commitment to positioning digital infrastructure at the centre of Rwanda's economic transformation while encouraging citizens to embrace modern technologies and digital financial services.
